OBJECTIVE

Environemental Santation and solid Waste Management in Madurai City

PRIORITY ISSUES AND PROBLEMS
  • Madurai City is very thickly populated : this makes the environmental sanitation Issues risky, complicated and burdensome;
  • Sewage disposal and solid waste collection / segregation transfer / recycling / disposal at regular safe intervals are high priority sectors.
  • House to house collection of segregated wastes and collection of segregated wastes through public – place refuse collection bins organized at safe / regular intervals through finely toned heralding bells fitted vehicles are needed:
  • Organic wastes including those from slaughter houses, meat / fish market etc. require enhanced attention for disposal / recycling;
  • Massive wastes gets Accumulated even in well planned residential areas / commercial complexes, Community centers, Slum dwellings, crowded pavements and such other human habitations this highlight the equity for a comprehensive / Multifaceted action:
  • Streets need conservancy services on a regular basis; this includes night Conservancy services at those heavy traffic areas:
  • An enhanced quality is essential in solid waste management (SWM) to minimize Multiple handling; this needs well planned management schedule:
  • Advocacy / Clearinghouse IEC (information, education and communication) Campaigns on a perennial basis are a significant ingredient.

GEOGRAPHICAL AREA : (OPERATIONAL CITY CENTERS)
  • The work is planned for the Madurai City Corporation South Zone consisting of
    19 (nineteen) wards
  • Sri Meenakshi Amman Temple, Important Roads and V.I.P. Travel routes
  • Mangammal Chatram, Hospitals and Maternity centers
  • City limit Bus Stands; including Periyar / Complex Bus Stands
  • Madurai Railway Junction fringed corporation areas
  • City Central Wholesale Vegetable Market, Yanaikkal Fruit Market, Main Bazar East Masi Street, Nethaji Road, South Avani Moola Street, Kamarajar Salai and other places in the city South Zone of the corporation limits : 19 (Nineteen) wards.

a) Demographic Survey:
The existing database of the demographic profile of the corporation area shall be updated. Further this will be undertaken at Regular intervals to ensure credibility to the services imparted.

b) Advocacy campaigns / Clearing house initiative:
Advocacy campaigns shall be promoted through IEC (Information, Education and Communication) programmes. In this folkarts and other fine arts programmes will be organized thus enabling the public to form attitudinal changes with informed choices, Competence and confidence. Theme based art performance, especially those traditional art forms will ensure appreciation from the people. The clearing house initiatives will help to enhance awareness rate of the participant public on recent trends in environmental sanitation, recycling of refuse and solid waste management.

c) Capacity Building:
Training for the project staff : The staff at the workplace will be those with adequate experience and expertise in the field of environment sanitation. But the recent trends in the promotion of total sanitation demand a well informed staff to promote the project. Hence orientation training programmes form part of the planned project. The training includes skill building, skill upgradation and orientation programmes; all aimed at competence and confidence with informed choices. Technological aspects of the project shall be discussed for their benefit; enrolling activists, experts and technologists as resource persons.

d) Capacity building :
Awareness upgradation for the public : The community based habitat group shall be organized to participate in awareness upgradation programmes. Environmental sanitation, public health, personal hygiene, control of communicable diseases and safe solid waste management shall be highlighted though those programmes. Women in decision-making, human rights, adult suffrage, women's legal rights, elimination of social evils, clean behavioral practices etc. shall be additional inputs to promote the total sanitation programmes. The students, aged, young people / adolescents and every other section of the general public will be invited to participate in partnership to augment a clean environment concept.

e) Micro-credit groups :
Self – help group formation : An efficient environmental sanitation scheme is the major concern and central objective of this project. However other corollary objectives also will be addressed. Thus programmes to augment livelihood opportunities through micro-credit action groups shall be promoted. Self-help groups shall be encouraged in the sector.

f) Conservancy services :
The core project revolves around the conservancy services. An efficient management of conservancy shall ensure appreciable results in total sanitation, control of communicable diseases, insect / mosquito control, elimination of water stagnation and judicious refuse disposal and recycling. It is against this concept and understanding of the habitat based problems that the city corporation went forward to approve this project. The inputs from the local body, participant beneficiaries and many other activists / experts will help augment plans to resoluntely work for the elimination of pollutants from the thickly populated city zone. The heavily burdened traffic sectors of the zone also shall get a facelift though the programme. Above all a good number of people will get reasonable wages promoting their survival chances. The cleaner the city, it will be better appreciated by the residents, traveling public, pilgrims and tourists. Hence it is a justifiable investment that the corporation in making in this sector.

g) Optimal Handling Of Refuse By Safe Transit Process :
The process of wastes handling is planned on a meticulous way. This will reduce skills, pollution and losses on transit. Above all safe transport from the collection point to the terminal, on a hygienic way shall be ensured though the said method of operation. The system as envisaged under the founder conditions has the following pattern of functional framework.
